成都高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)管理委員會(huì)、成都天府國(guó)際空港新城管理委員會(huì)作為主辦單位，成都金融城投資發(fā)展有限責(zé)任公司、成都高投建設(shè)開發(fā)有限公司、成都國(guó)際空港新城建設(shè)開發(fā)有限公司作為征集人，現(xiàn)舉辦“成都高新區(qū)錦江和絳溪河六座橋梁概念設(shè)計(jì)方案征集”活動(dòng)，擬面向全球公開邀請(qǐng)具有橋梁設(shè)計(jì)相關(guān)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)前來申請(qǐng)應(yīng)征，提交資格預(yù)審申請(qǐng)文件。通過資格預(yù)審選取6名應(yīng)征人參加征集活動(dòng)，并提交應(yīng)征概念設(shè)計(jì)方案。
With Chengdu Hi-Tech Industrial Development Zone Administration Committee and Chengdu Tianfu International Airport New City Administration Committee as the sponsors, Chengdu Financial City Investment and Development Co., Ltd., CDHT Investment Co., Ltd., Chengdu International Aerotropolis Group Construction and Development Co., Ltd. as the Solicitants, “The Solicitation of Proposals for Concept Design for Six Bridges of Jinjiang River and Jiangxi River in Chengdu Hi-Tech Industrial Development Zone” shall be organized and will be open for proposals and designed to invite global design institutions with related experience of bridge design to engage in response to solicitation of such design proposals. (2) Overall design, including overall layout of bridge, determination of bridge length, bore diameter layout, bridge cross section layout, design of bridge vertical section.
(3) 橋型方案設(shè)計(jì)，包括主橋方案（橋梁的上部結(jié)構(gòu)和下部結(jié)構(gòu)）、引橋及引道方案、橋梁建筑及景觀設(shè)計(jì)。
(3) Bridge scheme design, including main bridge plan (the upper and lower structure of the bridge), bridge approach and approach plan, bridge building and landscape design.
征集設(shè)計(jì)周期：征集階段設(shè)計(jì)周期約50天。2019年5月16日發(fā)出成都高新區(qū)錦江和絳溪河六座橋梁概念設(shè)計(jì)方案征集的征集文件，應(yīng)征人開始設(shè)計(jì)工作；2019年5月24日進(jìn)行項(xiàng)目情況介紹會(huì)和現(xiàn)場(chǎng)踏勘，屆時(shí)應(yīng)征人的主創(chuàng)設(shè)計(jì)師應(yīng)按時(shí)出席項(xiàng)目情況介紹會(huì)；2019年7月6日，應(yīng)征人遞交應(yīng)征文件（征集截止時(shí)間）。
Period of Solicitation for Planning and Design Proposals: The period of planning and design at the stage of solicitation is around six weeks. On May 16, 2019, the Solicitation Document of Proposals for Concept Design for Six Bridges of Jinjiang River and Jiangxi River in Chengdu Hi-Tech Industrial Development Zone will be released; the Participants design the work. It is tentatively scheduled to organize project recommendation meetings and on-site survey on May 24, 2019, when lead designer and the team from Participants shall attend the meetings. 4. 應(yīng)征申請(qǐng)人的資格
4. Eligibility and Qualifications of Applicants
4.1應(yīng)征申請(qǐng)人（以下簡(jiǎn)稱“申請(qǐng)人”）應(yīng)為合法注冊(cè)的法人實(shí)體或由合法注冊(cè)的法人實(shí)體組成的項(xiàng)目聯(lián)合體；
4.1 The Applicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws;
4.2 中華人民共和國(guó)境內(nèi)的設(shè)計(jì)機(jī)構(gòu)須具有市政行業(yè)（橋梁工程）或公路行業(yè)（特大橋梁）工程設(shè)計(jì)甲級(jí)及以上資質(zhì)或鐵道行業(yè)（橋梁）專業(yè)甲級(jí)資質(zhì)；
4.2 The design entities within the People’s Republic of China shall be at least certified with one of the following: Grade A and above qualification of professional design of municipal industry (bridge) or Grade A and above qualification of professional design of road industry (long-span concrete bridge) or Grade A qualification of professional design of the railway industry (bridge);
4.3中華人民共和國(guó)境外的設(shè)計(jì)機(jī)構(gòu)依其所在國(guó)的法律、法規(guī)或管理規(guī)定具有從事橋梁建筑設(shè)計(jì)資質(zhì)或資格或營(yíng)業(yè)許可。港澳臺(tái)設(shè)計(jì)機(jī)構(gòu)的資格要求應(yīng)參照境外設(shè)計(jì)機(jī)構(gòu)資格要求的規(guī)定；
4.3 The design agencies outside the People’s Republic of China shall hold the qualification or business license of bridge construction design stipulated according to the laws, regulations or stipulations of the country where it is. The qualifications for planning and design institutions from Hong Kong, Macau and Taiwan shall refer to the requirements of qualifications for planning and design institutions outside the People’s Republic of China.
4.3申請(qǐng)人應(yīng)有橋梁方案設(shè)計(jì)的相關(guān)經(jīng)驗(yàn)；
4.3 The Applicant shall have had bridge planning and design experiences;
4.4本項(xiàng)目接受聯(lián)合體申請(qǐng)。
4.4 The Consortium is accepted in this Project.
4.4.1 聯(lián)合體的各成員應(yīng)共同簽署一份聯(lián)合體協(xié)議。
4.4.1 A consortium agreement shall be signed by all partners of the Consortium.
4.4.2 聯(lián)合體的成員機(jī)構(gòu)不得超過2個(gè)。
4.4.2 There shall be no more than two member organizations of the Consortium.
4.4.3 組成項(xiàng)目聯(lián)合體的各成員單位不得再以自己的名義單獨(dú)申請(qǐng)資格預(yù)審，也不得同時(shí)加入本項(xiàng)目其它聯(lián)合體申請(qǐng)資格預(yù)審。
4.4.3 Any partner of the Consortium shall neither individually apply for the Prequalification in its own capacity, nor concurrently apply for the Prequalification as a partner of another Consortium.

有意向參加征集活動(dòng)的申請(qǐng)人需先在征集組織機(jī)構(gòu)進(jìn)行報(bào)名登記（報(bào)名表在北京科技園拍賣招標(biāo)有限公司網(wǎng)站下載，填寫完成后傳真或E-mail至征集組織機(jī)構(gòu)），報(bào)名時(shí)間為2019年4月26日9:00至5月6日17:00（中國(guó)北京時(shí)間，下同）。北京科技園拍賣招標(biāo)有限公司網(wǎng)站（itsum.com.cn）將于2019年4月26日上午9:00開通。
The Applicant who intends to participate in the Solicitation shall register with the Organizer of Solicitation first (please download the Application Form from the website of Beijing Science Park Auction & Tender Co., Ltd., fill it out and fax or email it to the Organizer). The registration time is from 9:00AM April 26 to 17:00PM May 6, 2019 (Beijing time, the same below). The website of Beijing Science Park Auction & Tender Co., Ltd. (itsum.com.cn) will be open from 9:00AM on April 26, 2019.

8．征集說明
8. Instructions of Solicitation
8.1征集人分別對(duì)申請(qǐng)人資格、業(yè)績(jī)、項(xiàng)目團(tuán)隊(duì)、行業(yè)聲譽(yù)等資料進(jìn)行遴選，確定6家入圍應(yīng)征人進(jìn)入概念方案設(shè)計(jì)。
8.1 The Solicitants should select the Applicant’s qualification, achievement, project team and industry reputation respectively, and choose six Participants for the concept plan design.
8.2 6家入圍應(yīng)征人通過現(xiàn)場(chǎng)抽簽方式隨機(jī)抽取3座橋梁完成概念方案設(shè)計(jì)。
8.2 Six Participants extract three bridges through on-site random draw to finish the concept plan design.
8.3 中選概念設(shè)計(jì)方案的確定：每座橋梁中選概念設(shè)計(jì)方案的確定將綜合技術(shù)專家對(duì)應(yīng)征概念設(shè)計(jì)方案評(píng)價(jià)意見和上級(jí)行政主管部門的意見后確定。
8.3 Determination of selected concept design scheme: the selected concept design scheme for each bridge will be determined by integrating technical experts’ evaluation opinions of the solicitation concept design scheme and the opinions of superior administrative departments.
8.4征集概念設(shè)計(jì)補(bǔ)償金
8.4 Compensations for Designs Proposals
征集人將按《征集文件》的要求向提交了有效應(yīng)征文件的應(yīng)征人支付應(yīng)征概念設(shè)計(jì)補(bǔ)償金，每座橋梁的應(yīng)征概念設(shè)計(jì)補(bǔ)償金為人民幣60萬元（含稅）。
The Solicitants will make compensations for concept design proposals to the Participant that submits effective solicitation document. The compensation for each bridge is RMB 600,000 yuan (including taxes).
8.5當(dāng)應(yīng)征人出現(xiàn)下列情況時(shí)，征集人不予支付補(bǔ)償金：
8.5 If the Participant meets one of the following conditions, the Solicitants will not pay any compensation:
(1)應(yīng)征人未按規(guī)定時(shí)間提交應(yīng)征文件；
(1) The Participant who fails to submit the proposals as per the specified deadline;
(2) 應(yīng)征人提交的應(yīng)征文件經(jīng)專家評(píng)審被認(rèn)定為未對(duì)征集文件要求作出實(shí)質(zhì)性響應(yīng)；
(2) The proposals submitted by the Participant are affirmed by the experts through review to make no substantial response to the requirements of the solicitation documents;
(3)應(yīng)征人被取消應(yīng)征資格。
(3) The Participant is disqualified.
8.6征集人與每座橋梁的中選機(jī)構(gòu)簽訂概念方案設(shè)計(jì)合同，中選機(jī)構(gòu)將承擔(dān)其對(duì)應(yīng)橋梁的后續(xù)深化設(shè)計(jì)工作，概念設(shè)計(jì)方案深化費(fèi)用為：
8.6 The Solicitants sign the contract of concept plan design with the selected institutions of each bridge. The selected institutions will undertake the subsequent in-depth design of the according bridges. The expense for deepening of concept design scheme is:
交子人行橋：320萬元；
Jiaozi Foot Bridge: 3.2 million yuan;
錦尚大橋：250萬元；
Jinshang Bridge: 2.5 million yuan;
絳溪四線大橋：300萬元；
Jiangxi Four-line Bridge: 3 million yuan;
北一線跨絳溪河大橋：380萬元；
North Line Cross-Jiangxi River Bridge: 3.8 million yuan;
東一線跨絳溪河大橋：410萬元；
East Line Cross-Jiangxi River Bridge: 4.1 million yuan;
西一線跨絳溪河大橋：460萬元；
West Line Cross-Jiangxi River Bridge: 4.6 million yuan;
以上費(fèi)用含中國(guó)境內(nèi)、外應(yīng)繳納的各項(xiàng)稅費(fèi)、概念深化設(shè)計(jì)費(fèi)用（按《設(shè)計(jì)任務(wù)書》完成該工程全部?jī)?nèi)容的概念深化設(shè)計(jì)，深度達(dá)到征集人要求的全費(fèi)用）。
The above fee includes various taxes that should be paid both within and outside China and also includes the fee for concept development design (the design deliverables hall be fulfilled in accordance with the specific requirements of < the Design Pragram > and meet the requirement of the Solicitant).

9.1 Intellectual Property
9.1.1方案征集中接收的所有有效的應(yīng)征概念設(shè)計(jì)方案均不退回。
9.1.1 All the effective solicited concept design scheme received in the plan solicitation will not be returned.
9.1.2應(yīng)征人對(duì)應(yīng)征概念設(shè)計(jì)方案享有署名權(quán)，經(jīng)征集人許可后可通過傳播媒介、專業(yè)雜志、書刊或其他形式評(píng)價(jià)、展示其應(yīng)征作品。
9.1.2 The Participant holds the right of authorship for its design proposals and can comment on and display such design work for Application in the forms of media communication, trade magazines, and publications among others after granted with the Sponsor’s consent in writing.
9.1.3征集人在建設(shè)項(xiàng)目的實(shí)施中可以使用最后中選的應(yīng)征概念設(shè)計(jì)方案。同時(shí)征集人還可對(duì)所有應(yīng)征方案印刷、出版和展覽，可通過傳播媒介、專業(yè)雜志、書刊或其他形式評(píng)價(jià)、展示、宣傳應(yīng)征作品。
9.1.3 The Solicitants can use the final concept design scheme in the implementation of this Project. In the meantime, the Solicitants can also print, publish and exhibit the design proposals, or comment on, display and publicize the work for Application via media communications, trade magazines, and publications or by other means.
9.1.4征集人以及應(yīng)征人均不得將應(yīng)征概念設(shè)計(jì)方案用于本項(xiàng)目以外的任何項(xiàng)目。
9.1.4 Neither the Solicitants nor the Participant shall use the concept design in the Solicitation for a purpose other than the Project.

本次征集活動(dòng)本身及與本次活動(dòng)相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國(guó)的法律和法規(guī)。
The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

9.4解釋權(quán)
9.4 Power of Interpretation
解釋權(quán)：本次征集活動(dòng)及相關(guān)文件的最終解釋權(quán)歸征集人。與此次征集活動(dòng)有關(guān)的所有往來通知、函件和征集成果文件均應(yīng)使用中英文對(duì)照，中英文描述不一樣的地方，以中文文本為準(zhǔn)。
Power of interpretation: The Solicitants reserve the power of final interpretation in view of the solicitation and related documents. The languages used in all the notifications, letters and solicitation achievement documents related to this solicitation shall be both Chinese and English. In the event of any discrepancy, Chinese shall prevail.
