寶坻區(qū)作為《京津冀協(xié)同發(fā)展規(guī)劃綱要》中直接點名的直轄市區(qū)，已成為京唐秦發(fā)展軸重要節(jié)點城市，京津中關(guān)村科技城是寶坻區(qū)和中關(guān)村攜手貫徹落實京津冀協(xié)同發(fā)展國家戰(zhàn)略，助力寶坻發(fā)展成為“京唐秦發(fā)展軸活力新城、非首都功能疏解重要承接地、科技綠色產(chǎn)業(yè)重鎮(zhèn)、國家級生態(tài)保護(hù)與建設(shè)示范區(qū)”的重大項目，且寫入了《京津冀協(xié)同發(fā)展規(guī)劃綱要》，納入了加強京津冀產(chǎn)業(yè)轉(zhuǎn)移承接重點平臺“2+4+46”計劃，同時也是《天津市落實京津冀協(xié)同發(fā)展規(guī)劃綱要實施意見》中重點打造的承接平臺之一。
As a municipality specificallyhighlighted in the Outline of the Planning for the Coordinated Development of Beijing-Tianjin-Hebei, Baodi District has become an important city as a node in the development axes of Beijing-Tangshan-Qinhuangdao. Beijing-Tianjin Zhongguancun Science City is the major project for Baodi District and Zhongguancun jointly implementing the national strategy of coordinated development of Beijing-Tianjin-Hebei to assist Baodi to be developed into “new and vibrant city in development axes of Beijing-Tangshan-Qinhuangdao, important place of relieving Beijing of its functions non-essential to its role as the capital, important town of science and technology and green industry, and national ecological protection and construction demonstration area”. It has been written into the Outline of the Planning for the Coordinated Development of Beijing-Tianjin-Hebei, and listed into “2 + 4 + 46” Plan of Strengthening the Industrial Transfer of Beijing-Tianjin-Hebei to Undertake Key Platform, and it has been one of the key platforms in Opinions on Implementation of Outline of the Planning for the Coordinated Development of Beijing-Tianjin-Hebei in Tianjin.
京津中關(guān)村科技城始終堅持“中關(guān)村產(chǎn)業(yè)生態(tài)輻射示范區(qū)、區(qū)域經(jīng)濟(jì)發(fā)展的新引擎”的戰(zhàn)略定位，即將形成以“人工智能與智能制造、新能源與新材料、生物醫(yī)藥與醫(yī)療器械、高端裝備制造”及現(xiàn)代服務(wù)業(yè)為主導(dǎo)產(chǎn)業(yè)的發(fā)展格局。
Beijing-Tianjin Zhongguancun Science City has always committed to the strategic positioning of “new engine of industrial ecological radiation demonstration area of Zhongguancun and regional economic development, and will form the development pattern with the leading industries of “artificial intelligence and intelligent manufacturing, new energy and new materials, biomedicine and medical devices, high-end equipment manufacturing” and modern services.
在新的區(qū)域發(fā)展背景下，按照高起點規(guī)劃、高標(biāo)準(zhǔn)建設(shè)的要求，京津中關(guān)村科技城將打造高標(biāo)準(zhǔn)、高定位、產(chǎn)城融合、引領(lǐng)下一代產(chǎn)業(yè)園區(qū)發(fā)展的京津冀協(xié)同發(fā)展創(chuàng)新載體示范區(qū)。就此，主辦單位組織天津市寶坻區(qū)京津中關(guān)村科技城規(guī)劃國際征集活動，公開邀請國內(nèi)外資深行業(yè)專家領(lǐng)銜的產(chǎn)業(yè)園區(qū)規(guī)劃設(shè)計團(tuán)隊和機構(gòu)申請應(yīng)征。本次將通過資格預(yù)審等方式選取4名應(yīng)征人參加征集活動，最終按照任務(wù)書要求提交應(yīng)征規(guī)劃成果。
With new regional development background, Beijing-Tianjin Zhongguancun Science City will create Beijing-Tianjin-Hebei coordinated development innovation carrier demonstration area with high-standard, high-positioning, city-industry integration and leading the development of next-generation industrial park according to the requirements of planning with high starting point and construction with high standard. Therefore, the sponsor will organize the International Solicitation of Planning of Beijing-Tianjin Zhongguancun Science City in Baodi District, Tianjin, and openly invite the industrial park planning and design teams and institutions led by senior industry experts at home and abroad for the response. Finally，4 Respondentswill be selected through prequalification to participate in the solicitation and submit the planning results for response according to the requirements of Design Book.

七．應(yīng)征申請人的資格要求
VII Eligibility and Qualifications of Applicants
1． 應(yīng)征申請人應(yīng)為合法注冊的法人實體，且應(yīng)有與本項目功能性質(zhì)相類似的產(chǎn)業(yè)園區(qū)類規(guī)劃設(shè)計經(jīng)驗。
1． The Applicant shall be a legal entity that has been legally incorporated in accordance with laws and shall have had industrial park planning anddesign experiences similar in functions and nature to this Project.
2． 中華人民共和國境內(nèi)的規(guī)劃或設(shè)計機構(gòu)須具有城鄉(xiāng)規(guī)劃編制甲級或建筑行業(yè)（建筑工程）設(shè)計甲級及以上資質(zhì)或外商投資企業(yè)城市規(guī)劃服務(wù)資格證書。
2． Planning or design institutions within the People’s Republic of China shall have the qualifications of Grade A urban and rural planning, Grade A architectural design (architectural engineering) or above or qualification certificates of urban planning services for foreign invested enterprises.
3． 中華人民共和國境外的規(guī)劃或設(shè)計機構(gòu)須具有所在國頒發(fā)的從事城市規(guī)劃或建筑設(shè)計的相應(yīng)資格或執(zhí)業(yè)許可。港澳臺規(guī)劃設(shè)計機構(gòu)的資格要求參照境外規(guī)劃設(shè)計機構(gòu)資格要求的規(guī)定。
3． The Applicant outside the People’s Republic of China shall havecorresponding qualifications issued by its residence country for engaging in urban planning or architectural design orlicense for practicing. The qualifications for planning and design institutions from Hong Kong, Macau and Tai Wan shall refer to the requirements of qualifications for planning and design institutions outside the People’s Republic of China.
4． 本項目不接受聯(lián)合體應(yīng)征。

本項目報名時間為2018年7月26日8:30至8月3日18:00（北京時間）。
Registration period of the Project starts from 8:30July 26, 2018 to 18:00 August 3 (Beijing time).
1、獲取報名表：

有意向的申請人需在組織機構(gòu)網(wǎng)站（itsum.com.cn）下載報名表，填寫報名表并加蓋單位公章后，先行將掃描件（PDF格式）發(fā)送至征集專用郵箱（kejiyuan08@126.com）。
The Applicant who intends to participate in the Solicitation shalldownload the Registration Form on the agent's website (itsum.com.cn), fill in the Registration Form and stampthe official seal, andsend the scanned copy (PDF format) to the solicitation mailbox (kejiyuan08@126.com)after having completed the Application Form according to requirements therein and stamp the official seal.
原件隨資格預(yù)審申請文件一同遞交組織機構(gòu)處。
The original shall be submitted to the agency in conjunction with the pre-qualification application documents.
2、獲得報名確認(rèn)：

組織機構(gòu)收到郵件后，將通過電子郵件告知意向申請人報名確認(rèn)結(jié)果，對獲得確認(rèn)的意向申請人，將通過電子郵件發(fā)送資格預(yù)審文件下載密碼。
The agency will inform the interested applicants of the registration confirmation result through the e-mail after receiving the mail, and send passcode for downloading Prequalification Documentsto the confirmed Applicant who intends to participate in the Solicitationthrough e-mail.

意向申請人獲得下載密碼后，可自行在組織機構(gòu)網(wǎng)站（itsum.com.cn）下載資格預(yù)審文件。
The Applicant who intends to participate in the Solicitation can download the Prequalification Documentsfrom the agent's website (itsum.com.cn) after obtaining the download passcodes.
九．資格預(yù)審申請文件的遞交
IX Submission of Application Documents for Prequalification
應(yīng)征申請人按資格預(yù)審文件的要求填寫、準(zhǔn)備好資格預(yù)審申請文件（紙質(zhì)版：1份正本，2份副本；電子版：2份（載體為U盤或光盤））后，應(yīng)于2018年8月13日16:00前（中國北京時間）送達(dá)征集組織機構(gòu)。
The Applicant shall fill and prepare the pre-qualification documents according to requirements of pre-qualification application documents (paper version: 1 original, 2 copies; electronic version: 2 copies (carrier is U disk or optical disk)), and deliver the documents to the agency before 16: 00 August 13, 2018 (Beijing time in China).
主辦單位和組織機構(gòu)將拒絕接收逾期送達(dá)的資格預(yù)審申請文件。
The sponsor and agency will reject any such documents arrived after the specified deadline.

ⅩI Miscellaneous
1． 對于本次“天津市寶坻區(qū)京津中關(guān)村科技城規(guī)劃國際征集”活動，每個應(yīng)征申請人只應(yīng)自己單獨參加資格預(yù)審。
1． The Applicant shall only participate in pre-qualification by itself in the activityof “International Solicitationof Planning of Beijing-Tianjin Zhongguancun Science City in Baodi District, Tianjin”.
2． 本次征集活動設(shè)應(yīng)征補償金及獎金。
2．This solicitation will set up compensations for design proposals and prize money
應(yīng)征補償金是主辦單位支付給應(yīng)征人參加征集活動、且遞交有效應(yīng)征規(guī)劃設(shè)計方案的費用補償。有效應(yīng)征規(guī)劃設(shè)計方案是指通過主辦單位技術(shù)工作小組的初步審核，經(jīng)評審委員會確認(rèn)的，未被取消資格的應(yīng)征人遞交的設(shè)計方案。
Compensations for design proposalsare an expense compensation paid by the sponsor to Respondents for participationin the solicitation and submitting the valid planning & design proposals for response. The valid planning anddesign proposal for response refers to the design proposals submitted by the qualified Respondents, which have passed the preliminary verification of the sponsors’ technical working group and have been accepted by review board.
本項目應(yīng)征補償金150萬元人民幣（含稅）/應(yīng)征人。
Compensations for design proposals of the Project is RMB 1.5 million (including taxes)/ respondent.
獎金是對獲得一等獎和二等獎的應(yīng)征人所支付的除補償金以外的獎勵費用。
Prize money is an additional incentive fee paid to the Respondents who win the first prize and second prize besides compensations for design proposals.
本次征集活動將設(shè)一等獎一名；二等獎一名。獎金分別為：一等獎200萬人民幣（含稅）、二等獎100萬人民幣（含稅）。
The Solicitation sets1 winner for First Place, and 1 winner for Second Place. The prize money of these places is: RMB 2 million (including taxes) for the First Place and RMB 1 million (including taxes) for the Second Place respectively.
獲得一、二等獎的應(yīng)征人如被主辦單位要求配合方案綜合工作，則應(yīng)全力配合方案綜合單位進(jìn)行后續(xù)的規(guī)劃設(shè)計方案綜合工作，主辦單位將不另行支付配合費。
Respondents who win the First Place and Second Place shall make great efforts to cooperate with the proposals integration units to carry out the follow-up comprehensive work of planning & design proposal if requested by the sponsor, but the sponsor will not pay for additional cooperation fees.
3． 應(yīng)征規(guī)劃設(shè)計方案的知識產(chǎn)權(quán)
3． IRPof Planning andDesign Proposals for response
（1）應(yīng)征人對應(yīng)征方案享有署名權(quán)，經(jīng)主辦單位書面同意后可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示其應(yīng)征作品。
(1) The Respondents shall be entitled to own the right of authorship to proposals for response, thus they can comment on and display the work for Response viacommunications, trademagazines, publications or by other means with the written consent of the sponsor.
（2）主辦單位有權(quán)在項目的規(guī)劃設(shè)計中使用應(yīng)征規(guī)劃設(shè)計方案，主辦單位在項目的規(guī)劃設(shè)計中或在規(guī)劃設(shè)計方案調(diào)整綜合時可以全部或部分使用規(guī)劃設(shè)計方案的內(nèi)容。同時主辦單位還可對應(yīng)征方案印刷、出版和展覽，可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示、宣傳應(yīng)征作品。
(2) The Sponsorhas the right to use such Planning and Design Proposals for Response in the planning and design of the Project, or to use any Planning Design Proposal in its entirety or partially in the design of the Project or in modification or consolidation of the design proposals. In the meantime, the Sponsor may also print, publish and exhibit the proposals for Response, or comment on, display and publicize the work for Response via media communications, trade magazines, publications or by other means.
（3）應(yīng)征人和主辦單位均不能把應(yīng)征方案用于本征集項目以外的其他任何項目。
(3) It is not allowed for both the sponsor and the Respondent to use the proposal for response into any other projects besides the solicitation project.
（4）主辦單位應(yīng)要求應(yīng)征設(shè)計機構(gòu)準(zhǔn)備或提交的全部設(shè)計文件在中國境內(nèi)或境外沒有且不會侵犯任何其他人的知識產(chǎn)權(quán)（包括但不限于著作權(quán)、專利權(quán)）或?qū)Ｓ屑夹g(shù)或商業(yè)秘密。如果其應(yīng)征設(shè)計機構(gòu)的規(guī)劃設(shè)計文件使用或包含任何其他人的知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密，應(yīng)征設(shè)計機構(gòu)已經(jīng)獲得權(quán)利人的合法、有效、充分的授權(quán)。應(yīng)征設(shè)計機構(gòu)因侵犯他人知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密所引起的全部賠償責(zé)任應(yīng)由應(yīng)征設(shè)計機構(gòu)承擔(dān)。
(4) The sponsor shall request the design institution for response thatall prepared or submitted Design Documents will not infringe upon IPR (including but not limited to copyright and patents) or proprietary technologies or trade secrets of others within or outside the People’s Republic of China. The design institution for response shall guarantee that if Planning and Design Documents use or include IPR or proprietary technologies or trade secrets of others, the design institution for response shall have already obtained legitimate, valid and sufficient authorization from the right holders. The design institution for response shall take all liabilities for any compensations arising from infringement upon IPR or proprietary technologies or trade secrets of others.
4． 參加征集活動的應(yīng)征人之間不應(yīng)存在關(guān)聯(lián)關(guān)系。
Respondents participating in the solicitation shall not constitute affiliations of any kind with each other.
5． 本次規(guī)劃征集活動中征集公告、資格預(yù)審文件、征集文件以及與征集文件相關(guān)的補充文件和澄清文件均使用中文和英文書寫。在中、英文兩種版本的意思表達(dá)不一致時應(yīng)以中文版本為準(zhǔn)。
The languages used to draft the Solicitation Announcement, pre-qualification documents, solicitation documents and supplement documents and clarification documents thereto shall be Chinese and English. In case of discrepancies between the Chinese and English versions, the Chinese version shall prevail.
6．應(yīng)征文件以及應(yīng)征設(shè)計機構(gòu)與主辦單位之間與征集活動有關(guān)的往來函電和文件均應(yīng)使用中文書寫。應(yīng)征設(shè)計機構(gòu)隨應(yīng)征文件提供的證明文件和印刷品可以使用另一種語言，但必須附以中文譯本。
All of the documents for response and the emails and documents relating to the solicitation activitybetween the design institution for response and the sponsor shall be written in Chinese. Credentials and printing materials along with Documents for Response provided by the design institution for response may be written in other languages on condition that a Chinese version is affixed.
7． 與本規(guī)劃設(shè)計方案征集活動相關(guān)的會議及各項活動中口頭交流的語言為中文。
7． Language of oral communication in meetings and activities relating to the solicitation of planning anddesign proposals shall be Chinese.
8． 本次設(shè)計征集活動本身及與本次活動相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國的法律和法規(guī)。
8． The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.
